Derek Archer is accused of a range of offences against the woman, including graffitiing her Ballarat home, ramming her garage door, smashing her house windows and slashing her car tyres in May and June.

The woman recorded a video of the accused allegedly giving her $1000 to drop the charges against him, the Ballarat Magistrates Court was told on Friday.

Police informant Detective Senior Constable Chris Brown said police were concerned if Archer was released on bail he would continue to threaten, control and intimidate the woman.

He said no bail conditions would alleviate the risks posed by the accused.

Archer's defence counsel said his client's friend would provide a $3000 surety, he had a stable address outside Ballarat and he would participate in a court program.

He said Archer's criminal offending started later in his life and was a consequence of the break up of his 18-year marriage.

Archer, who has spent 36 days in remand custody, claims the $1000 he gave to the victim was to help her financially with her own children.

He had to show compelling reasons why he should be given bail.

Magistrate Letizia Torres said there was no hand-up brief, there were matters in dispute and there were inevitable delays given the case had entered the committal stream with the next available court date in October.

She said Archer's alleged conduct was nasty and serious but said it occurred in the context of a marriage break-up.

In granting bail, the magistrate took into account the availability of a court program, Archer's stable address, time already in custody and the presence of a full intervention order.

Archer's bail conditions include not to enter Ballarat unless for pre-arranged appointments, reporting to police twice a week, live at a stable address, provide a $3000 surety, not to drink alcohol and comply with the court program and intervention order.

Archer, who has been charged with perverting the course of justice, will return to court on October 3.
