The Bombers pounced on Waubra's late-season slump to climb to the summit on the last day of the home and away season.
Coach Shaun O'Loughlin and his men beat Skipton by 30 points on Saturday and set up a qualifying final encounter with the Roos, which tumbled to fourth.
Waubra suffered a 45-point belting at the hands of Gordon, with the Eagles finishing the year third on the ladder.
Gordon will meet Newlyn in the other qualifying final after the Cats got home by 14 points in the battle with Bungaree.
Hepburn ended the campaign with a convincing victory in the mud at Learmonth, but it wasn't enough to lift the team from its spot in fifth.
Next week, the Burras will take on eighth-placed Skipton, which has officially become the first former Lexton Plains league club to reach a CHFL senior finals series.
The other elimination final will see Beaufort take on Springbank.
