City led most of the match played at Morshead Park on Saturday.
Ballarat's Shaun Romein scored in the 45th minute to give City a one-goal advantage. But a late goal from Langwarrin in the 90th minute allowed the visitors to escape with a point.
Meanwhile the Sebastopol Vikings played rivals Point Cook to a 2-2 draw at Saltwater Reserve in the Football Victoria men's state league three north-west competition.
And Ballarat lost 4-3 to Melton Phoenix at Trekardo Park in the Football Victoria men's state league five west competition.
