The Burras booked their place in the grand final with a classy 24-point win over Newlyn on Saturday before the Roos proved victorious by nine points after an arm wrestle with Gordon on Sunday.
Hepburn is looking to claim its first senior flag since the success in 2017, while Waubra has not lifted the cup since 2011.
The fifth-placed Burras are also striving to become the first side to clinch the premiership from outside the top four since the introduction of an eight-team finals series in 2011.
Hepburn and Waubra have met just once this season, with the Roos scoring a 10-point win back in round three.
Next Saturday's grand final will be played at Mars Stadium in Ballarat.
In the A-grade netball, Springbank stunned unbeaten Learmonth on Saturday and will take on Hepburn in the decider after the Burras beat Buninyong on Sunday.
