The south-bound lanes of Gillies Street have been blocked to traffic as emergency services work to clear the area.
There are reports an ambulance was on the way to an emergency about 12.10pm, travelling with lights and sirens on, when it became involved in a collision with another car near the Gregory Street intersection in Wendouree.
The ambulance was not carrying any patients at the time.
One paramedic is being treated for injuries, although they are not believed to be serious.
The other car stopped at the scene.
People are advised to avoid the area.
