The 14-year-old, who The Courier cannot name for legal reasons, appealed for bail in a children's court on Tuesday afternoon, after being taken into custody on Monday for charges related to a theft from a licensed venue.

A police informant told the court that the teenager is on multiple counts of bail, and was already set to appear at a court hearing in late-October for a bevvy of charges including unlawful assault, theft of a motor car and robbery.

The informant said the teenager and another person left their residential care address on Saturday, and gained entry to vacant accommodation at the licensed venue.

Police allege the 14-year-old boy entered the lounge room and threw a Panasonic television on the floor, before stealing a Hisense television and a DVD player and taking them back to his home.

When questioned by residential care workers, the boy said he got the TV from his nan's home.

Police arrived at the boy's address to arrest him, and he denied the DVD player was stolen, saying the TV appeared in his bedroom while he was asleep.

"He will keep stealing and causing havoc to fund his drug habit," the police informant told the court, saying the boy was a regular cannabis user and joked about using methamphetamine.

The informant said the 14-year-old was yet to interview over an incident where he allegedly went to a female complainant's bungalow with other males, banging on the walls and screaming for her to open the door.

The teenager allegedly told the woman "...If you don't let us in I'll come and rape you".

"The victim was frightened and said, 'Go away, I have a boyfriend". The (teenager) said he would stab the boyfriend with no issue," the informant told the court.

In another alleged incident, the boy apparently smashed the windows of a car outside of his residential care home, leaving the complainant "distraught, crying, and so afraid", according to the police informant.

But the teenager's lawyer said the 14-year-old had an intellectual disability, and they anticipated he would be considered unfit to lodge pleas on the "large number of pending charges", with a neuropsychologist's report reflecting that.

The court heard the teenager "generally engages well" with youth justice workers.

The court was told by the defence lawyer the recently alleged offending he's been charged with would be considered a de-escalation, compared to previous charges.

The Magistrate said it was a "very disturbing incident he's alleged to have taken part in", but recent supreme court decisions require children to be bailed as a matter of course, except in exceptional circumstances.

"You've put me in a position that the current conditions are not achieving the required result, but there's no other additional conditions (you've suggested) I can put in place that will protect the community from his behaviour," the Magistrate said.

The teenager was bailed with conditions, including being required to check in at a local police station daily, and having to observe a curfew where he is home from 9pm.
