Next year will see the implementation of NPL3, which is part of league structure alterations across the NPL men's divisions.
Ballarat City, which finished a clear last on the NPL2 west table in 2019, will be one of 12 teams in NPL3.
The bottom four ladder positions from the NPL2 west and east divisions, along with the top two teams from men's state league one north-west and south-east leagues form the new NPL3.
Ballarat City will be joined in NPL3 next season by Geelong SC, Whittlesea Ranges FC, Melbourne Victory FC (all fellow NPL2 west), Melbourne City FC, Murray United FC, Box Hill United SC, Springvale White Eagles FC (all NPL2 east), Preston Lions FC, North Sunshine Eagles SC, Nunawading City FC and Doveton SC (all state league one).
The top-tier NPL Victoria division stays at 14 teams.
After an extensive review of men's and boys' competitions, including the awarding of 13 new licences to existing community clubs, the junior boys' NPL has now been decoupled from the senior NPL for the purpose of promotion and relegation.
In season 2020, the junior boys' NPL will include under-13, under-14, under-15 and under-16 teams only. The current NPL under-12s will be included in the existing Football Victoria under-12 community competitions.
Clubs will compete in an 11-round pre-qualification phase in their allocated regions. At the completion of this, clubs will be allocated to a three-tier competition.
Ballarat City is part of the JBNPL Western League.
Football Victoria chief executive Peter Filopoulos said the new NPL structures would ensure the best teams went head to head on a weekly basis across all competitions. He said it was a fairer and more streamlined way to run Victoria's top-tiers of soccer.
"These new structures are the result of a lot of consultation, deep thought and a very thorough review of the many options available to us. The application process was also very extensive, and we were thrilled with the overall quality of the club applications we received," he said.
