Bishop was linked to Clunes in the CHFL last season.
He made a cameo appearance in a practice match for Ballarat, but did not play in ther home and away season
A Ballarat junior, he debuted with the Swans in 2016 and spent 2017 with Greater Western Victoria Rebels in the TAC Cup under-18 competition.
Bishop, 20, played in all 16 home and away games with Ballarat in 2018.
The Swans have also locked in teenage ruckman Pat Glanford out of the Rebels program on a full-time basis.
He played 29 games over two seasons in the NAB League after playing all his juniors with Mt Clear.
Glanford had Ballarat as his home club while with the Rebels, making two senior appearances this year in a Swans campaign which produced just three wins and a draw.
