Gabrielle Rowe applied to be released on bail under new facts and circumstances at the Ballarat Magistrates Court on Wednesday.

But magistrate Gregory Robinson said while Rowe had established new facts and circumstances, she did not show exceptional circumstances.

He said the risk of the accused woman committing further offences or harming the community was unacceptable, and her bail application was refused.

Rowe's defence counsel argued Rowe had stable accommodation with her grandparents, support from Youth Justice and the availability of mental health and drug treatment in the community.

The court was told a new medical report showed Rowe experienced post traumatic stress disorder and borderline personality disorder.

Police opposed bail, saying Rowe was on a Community Correction Order for schedule two bail offences for failing to appear.

Informant Senior Constable Scott Howard said Rowe and her friend allegedly entered JB Hi-Fi on Mair Street store on February 23 at 3.45pm.

He said Rowe placed a bluetooth speaker in her bag and walked towards the exit without trying to pay.

He said the security officer had seen Rowe in the store and contacted the store manager, who then made his way to the front door.

The court was told Rowe was allegedly about to exit but the security officer closed the doors.

"The accused took a few staps backwards before grabbing a box cutter from her bag saying, 'I have a box cutter. You are going to let me out'," Senior Constable Howard said.

He said Rowe then slashed the store manager's bicep causing a large wound.

Rowe threw the speaker on the ground before leaving the store on foot. She was arrested a week later on March 2.

The court was told Rowe was allegedly involved in a criminal damage, robbery and three shop thefts across Ballarat between November and February.

Senior Constable Howard said on November 20, the accused caused $1000 worth of damage to Bakery Hill's TAB outlet by kicking a door and window.

He said in January, the accused stole alcohol from Dan Murphy's and fragrances from Myer.

Police have charged Rowe over a robbery at Bakery Hill McDonald's restaurant, also in January, where the victim's mobile phone was taken.

In February, Rowe allegedly attended Spotlight in Wendouree and placed a number of items in her bag.

A staff member confronted her and she allegedly placed the items back before abusing the staff member and leaving in a black coloured Suzuki.

Rowe was remanded until November when a committal hearing will be held. She first applied for bail on July 31. Rowe blew a kiss to her grandparents as she was led back into custody.
