Roy spent two seasons with Darley as an assistant coach to Heath Scotland - playing in the club's 2017 premiership side.
He fills the vacancy left by Scotland, who after three years at Darley Park has taken up a development role with North Melbourne in the AFL.
As he did when he joined Ballarat Football League ranks for the first time in 2017, Roy is making the move from Lorne in the Colac District league.
He returned to Lorne after calling time at Darley at the end of 2018.
The 32-year-old managed just six appearances this year, getting onto the ground mid-season and playing in a premiership side.
Darley president Mark Shelly said Roy was held in high regard at the club.
"He's well known and respected by the players.
"We're looking forward to having him back."
Shelly said securing an appointment had taken longer than initially expected, but the selecton panel had gone through an extensive process to ensure the right person was found.
Roy has an expansive football background.
He is originally from Mansfield in the Goulburn Valley league, where he was an inter-league representative.
Roy spent a few seasons with Aspley in Queensland and returned to Mansfield in 2012.
It was in that season he broke his neck in a football incident, but bounced back to play with South Barwon in the Geelong league the next year - being a premiership player, and best and fairest.
He had three years there before his first move to Lorne.
Roy battled with injury is his two-seasons with Darley.
He stepped up as a stand-in coach for one game midway through 2018.
Roy joins the Devils after a highly success period under the guidance of Scotland.
