Understood to be associated with Hop Temple and the Australian Craft Beer Centre of Excellence project, applicants Aunty Jacks have applied for a 1am liquor licence and a 400 patron capacity, at the premises on 315 Mair Street.
Zoned Commercial 1, the 508 square metre site extends back behind the Pub With Two Names to the west.
The site has existing planning approval for 200 patrons.
A cumulative impact assessment and parking impact assessment has been submitted for public comment.
The cumulative impact assessment concludes the extension of opening hours and capacity "will not unreasonably impact the surrounding area".
It acknowledges the site is affected by a heritage overlay, but notes the overlay "does not impact on the proposal in any way".
It adds "(the) proposed use of the venue will provide for additional employment opportunities within the area subsequently increasing the economic viability of the centre".
A car parking survey also notes the venue would have limited effect on existing car parking arrangements.
"(G)iven the intention of the patrons to consume alcohol at the subject venue, it can be reasonably anticipated that patronage will comprise of large groups (shared rides) or of individual patrons who would use taxi services or public transport services in order to avoid drunk driving," the report reads.
Formerly the showroom, office, and warehouse for Ballarat Blinds and Curtains, the building is currently undergoing extensive internal renovations.
Across the road from the GovHub construction site and Civic Hall, the proposed venue will add to the revitalisation of the area - despite struggles from a lack of car parks in the area while GovHub is built, several new restaurants and bars have opened in the area in the past 18 months.
