The 29-year-old Will Young is moving to Western Region division one side Caroline Springs to be closer to his Melbourne base.
North Ballarat coach Shane Skontra said the travelling and time required when living in Melbourne to meet the demands of playing with a Ballarat-based club had taken a toll on him.
He said Young wanted to break the cycle.
The power forward leaves North Ballarat, where he played his junior football, after a three-year stint.
The former Adelaide Crows player went to City after three seasons with Newlyn in the CHFL.
He kicked 59 goals in his first year with the Cats, followed by 62 and 60.
Young opened up with 38 goals for North Ballarat 2017 and booted 49 when instrumental in getting North Ballarat to second place after the home and away season in 2018. He managed just 24 major this year.
The powerfully built Young is the third big forward lost by North Ballarat in as many seasons, with Marcus Darmody going to Newlyn and Sam Dunstan to Learmonth at the end of 2018, and each kicking 100 goals this season.
Young was drafted with pick 72 from the North Ballarat Rebels in the TAC Cup under-18s in 2008 and played two games for the Crows in an injury-riddled stay at the club.
AFL Victoria has opened an early window for clearances in November. They will stay open for one month and resume again at the end of January.
