Ballarat District Bowls Division representatives lamented a decision to cancel all pennant matches for a second straight week.

The BDBD match committee came to the decision at 8am on Saturday morning following weather predictions of ongoing showers and low temperatures.
The subsequent decision prompted match committee officials to suggest a change in the season's start time.
To make matters worse, this weekend's resolution means pennant players will lose three weeks worth of games with no matches scheduled next weekend due to the Victorian Open.
Bowls Victoria rules stipulate no pennant matches can be played the week of the major event which will be held in Shepparton on November 15.
BDBD chairman Marilyn Blake said 2019 had been the worst start to the bowls season she could remember in years.
"It's very unusual weather for this time of the year," she said.
"It's the extremes of weather we've had that has made it so difficult.
"The greens are struggling a bit with the wet weather we've had, and there was no way we could get on them today."
Blake said about 90 per cent of clubs were happy with the decision to cancel this week's round, particularly ones without a synthetic green on hand.
"When you've got a synthetic green it's a little bit easier, but with grass greens, they are struggling - they've just had so much rain in the last few days," she said.
Blake said the match committee had floated the idea of starting this season late due to Ballarat's reputation as a 'cold city' but it had been rejected by players.
She said the committee would likely open discussions into the issue again next year.
"This year wasn't acceptable to our bowlers, they wanted to have 18 rounds instead of 14, so consequently we had to start when we did," she said.
