The former junior is adopting North Ballarat as his home club.
The 23-year-old is contracted for a second year with Collingwood in the state's second tier competition after an eye-catching debut season in black and white.
Glover previously had West Preston-Lakeside in the Northern league as his home club, playing in a premiership in 2018.
North Ballarat coach Shane Skontra said it was pleasing to have Glover with a direct link with the club again.
Skontra said he was not expecting to see Glover playing in the BFL based on what he achieved this year, but if the opportunity did arise it would be great for the club.
Glover played all his under-age football with City through to under-18.5 in 2014, when he was on the North Ballarat Rebels list.
He played one VFL and 15 Development League games with the Carlton-aligned Northern Blues in 2017 as a tall defender.
Glover spent all 2018 with West Preston-Lakeside, winning the senior best and fairest, before being picked up by Collingwood this year.
He was selected to play for the NFL in the AFL Vic Community Championships, but had to withdraw to make his Collingwood VFL debut.
He managed 12 games with the Pies and was named in the best players on seven occasions.
Glover's background with North Ballarat City means he joins the club as a one-pointer.
MEANWHILE, promising youngster Dylan Landt has been cleared by Sunbury to Essendon Doutta Stars in the Essendon District league.
Landt spent this year floating between Sunbury and Essendon in the VFL.
After 13 senior games with the Lions last year. he was restricted to eight with his home club last season.
Formerly on the Calder Cannons list in the TAC Cup, Landt played with the Bombers 11 times.
He played one game alongside his older brothere Jack and younger brother Brock for Sunbury this year.
