He is making the move from his original home club Woodend-Hesket in the Riddell District Football League, where he has spent the past three seasons.
This is not Toman's first time at Sunbury.
He had the Lions as his home club while playing with Port Melbourne in the VFL- making a few appearances in the BFL.
Toman said he had kept an eye on Sunbury's progress since and saw it as an opportunity to be part of a successful side.
"They weren't far away this year. I haven't played in many finals and hopefully I can be part of a successful side," he said.
Toman said he was impressed by Sunbury - on and off the field.
"I've always looked on it as a well-run club."
Sunbury coach Travis Hodgson described Toman as another prize recruit for the Lions, following on the heels of the returning Mathew Medcraft and Hayden Ross, who is also moving from the RDFL, where he was a star with Riddell.
Hodgson said he had been in negotiations with Toman for sometime and it was pleasing to get him across the line.
Toman will add further to Sunbury's midfield, after spending time there and up forward for Woodend-Hesket.
The 27-year-old played with three clubs in the VFL in six years.
He went from playing with Assumption College in Kilmore to the Carlton-aligned Nothern Blues in the VFL in 2011.
He was the Blues' best and fairest in the AFL Development League in 2012 before moving closer to home to play with Bendigo Gold in the VFL in 2013.
Toman made an immediate impact, finishing second to now Sunbury teammate and reigning Henderson Medallist Alik Magin in the Bendigo best and fairest in his first season, and winning the award in his second.
He then took his VFL career to Port Melbourne.
Toman made his first official appearance for Sunbury at training on Wednesday night.
SUNBURY has also picked Darwin youngster Wade Derksen.
The 18-year-old is a chance pick-up after moving to Riddells Creek.
Derksen has also attracted of VFL clubs and will the pre-season training with Essendon.
He played with Nightcliff in the NTFL as well as three games with the Northern Territory in the NAB League under-18s this year.
