The five-year-old has been allocated 60.5kg.
Fifty Stars is one of two cup nominations from the state's leading stable of David and Ben Hayes, and Tom Dabernig at Euroa.
They also have Alfarris among 32 nominations for the listed event.
Placed second in group 1 company two starts ago, Fifty Stars is raced by prominent owner Gerry Ryan's Ryco Equine Pty Ltd, which landed last year's Ballarat Cup with Kiwia.
Fifty Stars and Kiwia were previously prepared by now disqualified trainer Darren Weir.
Ballarat trainer Archie Alexander is aiming Kiwia (56.5kg) at back-to-back Ballarat Cups.
Pacodali, which won the group 3 Eclipse Stakes, 1800m, at Sandown on Saturday, is next in the weights for Warrnambool trainer Lindsey Smith with 60kg.
Japanese visitor Suzuka Devious is another up in the weights with 59kg. A win by the nine-year-old entire would cap off a huge spring for Japan raiders.
The Kylie Vella-trained Admiral's Joker and Harbour Views from the Warrnambool stable of Matthew Williams are the form horses in entries.
The Seymour Cup winner, Admiral's Joker ended a winning streak with a last-start hard-finishing second to Reykjavik in the Chatham Stakes, 1400m, at Flemington on November 9.
Harbour View had a similar experience in his latest run, with a second in the MCCC Final, 1600m, at Flemington on November 7 his first taste of defeat in six starts.
Ciaron Maher and David Eustace, which have an arm of their training operation in Ballarat, have four nominations - Bondeiger, Cranbourne Cup winner Dr Drill, Etana and Kilimanjaro.
Melbourne Cup winner Danny O'Brien, Chris Waller, Troy and Calvin McEvoy, Anthony Freedman, Michael Moroney, and Gay Waterhouse and Adrian Bott are other leading trainers with entries.
