The accident between a car and the man in his 80s, who was riding a motorised scooter, occurred about 3.30pm on the corner of Victoria and Albert streets.
The elderly man was assessed by paramedics and transported to Ballarat Base Hospital in a serious but stable condition.
The extent of his injuries are not known.
