UPDATE, 9pm: Three people have been taken by ambulance to Ballarat hospitals, according to an Ambulance Victoria spokeswoman.

One person was transported to Ballarat Base Hospital and treated for upper body injuries.
The other two people were taken to St John of God - one for arm injuries and the other for minor injuries.
All three are in a stable condition.
EARLIER: Emergency crews are on the scene of a two-vehicle crash at Beaufort.
It is believed two elderly people are trapped in their Nissan Navara 4WD following the crash, which happened a bit before 6.40pm, at the corner of Havelock and Lawrence streets.
The car is on its wheels and there is front-end damage.
There are unconfirmed reports a man has absconded from the scene with 'drug paraphernalia'.
Police, ambulance and firefighters are at the scene.
