He will play with NBL1 rival Frankston Blues next season.
The Fijian-born and United States-raised Fox joined the Hotondo Homes Miners as an unrestricted import owing to his FIBA Oceania status for the last year of the South East Australian Basketball League in 2018. He immediately filled a leadership role as vice-captain.
The 25-year-old forward is a major loss to the Miners' roster.
Fox averaged 29 minutes with 11.3 points and 9.3 rebounds - ninth in the league - a game last season as an important linchpin in a Miners campaign which had it as a title contender.
The loss of Fox follows the re-signing of Kuany Kuany for a second year in Ballarat.
His recommitment to the Miners followed him being axed by the Sydney Kings - ending his first NBL season with the club midway through his contract. He was dropped to make way for Xavier Cooks.
