A 25-year-old man, who was arrested in Ballarat allegedly in possession of a stolen car, has been denied bail because no bail condition could reduce the risk of him re-offending.

Police allege Connor Mulcahy committed a series of offences from November 22 to November 29 while he was on bail.
The man, who was bailed to live at a Reservoir address but told police he had been couch surfing at Ballarat, Gisborne and Melbourne, applied to be released on bail on Wednesday.
Police nominal informant Senior Constable Rhianna Whittaker said on November 22 police tried to stop Mulcahy driving a stolen vehicle near Avoca but he evaded them.
She said two days later the accused was captured on CCTV driving away from a service station in Burnbank Street, Wendouree, with $74 worth of petrol.
On November 28, a member of the public photographed Mulcahy allegedly driving the stolen vehicle along Latrobe Street, Redan.
Senior Constable Whittaker said police arrested Mulcahy on November 29 while he was leaning into the boot of the stolen vehicle.
She said police searched the vehicle to find the identification of two other people, whose vehicles had been stolen, and prohibited weapons.
Police allege the Holden Commodore stationwagon Mulcahy was driving was stolen from a rental car company in Preston on November 22.
"I believe the accused will continue to be a danger to the public by driving these stolen vehicles," Senior Constable Whittaker said.
She said the accused told police he used the drug ice daily.
The court was told Mulcahy was on the cusp of a youthful offender, was suitable for the Court Integrated Services Program and a psychological report showed his alleged offending was a result of his drug addiction.
"I think it really is in the community's best interest that Ms Mulcahy is given support in the community," Mulcahy's lawyer said.
Magistrate Ron Saines said he accepted Mulcahy had been assessed suitable for CISP but he said there was a significant prosecution case for him to answer.
He said no bail condition could reduce the risks of Mulcahy failing to answer bail and re-offending.
"It's highly likely these charges will be proven and highly likely there will be a plea of guilty. A further custodial sentence is likely," Mr Saines said.
"I am not satisfied compelling reasons to justify bail are made out." The magistrate refused bail.
Mulcahy was remanded to appear at Bacchus Marsh Magistrates Court on February 27 to face charges including vehicle theft and possessing weapons.
