This could leave about 110 new employees left out of the store until the end of January.
A McDonald's Delacombe spokesperson confirmed the store was fully fit-out and ready to serve for what was a planned opening late this week only to find the store was unable to connect to sewerage.
McDonald's has been working closely with Central Highlands Water to find a solution.
A Central Highlands Water spokesperson confirmed while it does not own or operate the facilities McDonald's has planned to connect to, CHW is working closely with the developer to best assist McDonald's to connect to water and wastewater services.
Works to find alternatives, possibly drive-through only, are underway in a bid to get the McDonald's open as soon as possible.
McDonald's Ballarat and south-west region consultant Anthony Nigro said what concerned him most was the prospective of a ready-workforce, predominantly young people on school holidays, without work through the Christmas-New Year period.
Mr Nigro said McDonald's was working to source and juggle shift for its Delacombe workers across other stores in the region.
Signs on the prominent Wiltshire Lane site, just off the Glenelg Highway corner, had initially promoted an opening on Thursday at 6am. By mid-week this had changed to Friday but have since been removed.
McDonald's has been a highly anticipated addition in the Delacombe Town Centre precinct. Construction remains ongoing for a BP service station on the McDonald's corner and is expected to open in the new year.
The McDonald's store hosted a successful trial operation night for staff family and friends on Wednesday night.
The opening was to continue a successful month for the DTC precinct, including the opening of popular liquor chain Dan Murphy's and homegrown PETstock.
