Each of the top seeds was forced to three sets in gripping finals at Ballarat Regional Tennis Centre.
Melbourne-based Tasmanian Bourchier overcame a second-set slump and then trouble in the last set to out-last Jacob Grills, of Geelong, 6-3 5-7 6-4.
Fourlis bounced back after losing the first set to wear down room-mate Alana Parnaby 1-6 6-3 6-3.
The bigger hitting Bourchier appeared in complete control after getting away to a 4-1 lead in the second set in tricky windy conditions.
Not to be denied though, a fighting Grills scrambled hard to square the match one-set all.
Grills kept the momentum going with an early break in the third set, but Bourchier rallied to win four games on end to wrap up the match.
Bourchier, 23, now goes to the Canberra Men's ATP125 Challenge on January 5 with the hope of securing a wildcard into the Australian Open qualifying.
Bourchier's world ranking has gone from the 700s to a career-high 289 in a year in which he had a string of wins including the Victorian hard court and clay court championships.
He said his main objective in 2020 would be to maintain the standing, with plans top again spend significant time in Asia and the United States.
Fourlis, 20, had to dig deep after being blown off the court by Parnaby in the opening set.
However, as the match wore on the impact of a hectic program on Saturday appeared to take a toll on the third seed.
Parnaby played two singles and two doubles contests, including a three-hour singles semi-final.
Fourlis said after spending about 10 months of the year overseas, she had enjoyed playing in an event environment she was familiar with so close to home.
She said was likely to spend much of next year travelling again, with the time largely split between Europe and the US.
Fourlis, who played in the Austrralian and French Opens as a teenager, said one of her highlights in 2019 had been reaching the last round of US open qualifying.
She said hopefully she could reach the main draw next year
Fourlis said she was eager to trim her world ranking from 250 to inside 150 to open up opportunities.
Her next event is a ProTour W25 tournament in Canberra.
