A police informant who was at the scene alleged Luke Burgess, who was arrested after the siege ended without injury after three hours on Sunday morning, had threatened to kill himself and police officers.

Following his arrest, police allege they found a sawn-off .303 rifle, six rounds of loose ammunition, a large machete, and a hatchet.

Burgess is a prohibited person under the Firearms Act and does not hold a licence, and neither the firearm nor the ammunition was securely stored.

The firearm's serial number matched an outstanding gun stolen from a rural property in 2015.

The ammunition did not match the firearm, however the police informant noted police would not have known if the gun was loaded or not during the siege.

The court was also told Burgess, when taken to hospital, blew a blood alcohol reading of 0.157.

Burgess has outstanding warrants in Queensland, and police mentioned his extensive record since moving to Victoria in 2016.

He was supported by his partner in court.

While his defence lawyer his mental health issues and alcoholism could be treated, as part of strict bail conditions, Magistrate Ron Saines disagreed, saying the risk to the community remained unacceptable.

"Possession of a firearm, itself being stolen goods and sawnoff, as a prohibited person - the likelihood of conviction is very high, and it appears this serious criminal offending would be the second time in 18 months he'd be sentenced for a similar offence," he said.

Burgess was remanded in custody and will return to court in March.
