The Vics reversed the result from last year's grand final loss to Western Australia by beating their rivals in Toowoomba on Saturday.
Batting first, Victoria made 194 before being bowled out in the last over of its innings. The team then restricted WA to 9-145 from 42.4 overs in a rain interrupted run chase.
Miller opened for Victoria and made 23 while Roscholler batted three and managed just six.
For the tournament, Miller finished with 252 runs at an average of 25.2 and Roscholler 159 at 22.7.
