The metal pole along Learmonth Street snapped and fell to the ground after it was hit by a small Mazda hatchback about 12.45pm.
The road has since been blocked to traffic travelling in both directions.
Learmonth Street is not expected to be reopened until Powercor declares the area safe.
A witness to the crash said he narrowly avoided being hit by the falling pole.
He told The Courier he then got out of his car and went to the aid of the young female driver, also removing her keys from the ignition due to possible electrical danger in the area.
Ambulance Victoria was called to the crash, although the woman did not appear to suffer any serious injuries.
It is not known what caused the crash to occur.
People are being urged to avoid the area.
