It will mark the fifth season in blue and gold for Fisher, who came off the bench for the Miners during the inaugural NBL1 season in 2019.
Fisher said he expected 2020 to bigger and better.
"I'm happy to be playing with the Miners again in 2020," he said.
"It's going to be an exciting season with the new NBL North and South conferences.
"There's going to be even more hype around the league than last year which is motivating for the team."
As a Ballarat local, Fisher made his debut for the Miners in 2015 after playing his junior career with the Celtic Tigers.
After playing locally his whole life, Fisher said he was looking forward to playing in the new Ballarat Sports Events Centre.
"I'm looking forward to getting back into the swing of things, improving my game and learning from Brendan and my teammates in 2020," he said.
