The sport's organising body unveiled aspirations to make Ballarat the destination of one or two ABL games during the 2020-21 season.
If successful, the city might eventually land itself a standalone team - making it the only professional sports team based in Ballarat.
Baseball Austraia chief executive Cam Vale said Ballarat possessed the blueprint the league was looking for to expand the league.
"Because we are getting such strong international interest for expansion, Ballarat is considered as high a priority as places like Wollongong and the Gold Coast, which have been part of discussions over the last 12 months," he said.
"The key to it all happening is a two-step process of bringing ABL games to Ballarat next season to see if the local interest is there.
"If we can do that, we can invite potential investors along to be part of it so they can see the potential of Ballarat as an ABL model."
Vale confirmed an overseas investor had expressed interest in Ballarat, following the success of ABL club Geelong-Korea, which entered the competition in 2018.
He said because the ABL played from November to February, the league had become an attractive place for Northern Hemisphere markets such as Japan and Taiwan, which shared a similar timezone.
"Ballarat has potential in that it's growing, it's a major regional centre, it has great business support, great council support," Vale said.
"For us to be a standalone team in a city like Ballarat gives us opportunities to grow where maybe other sports are overlooking Ballarat."
Vale said the league would look at hosting the games at Prince of Wales Park near Lake Wendouree, which was this year the site of the Australian Youth Championships.
Ballarat Royals Baseball Club president Scott Jones said professional games in the city would be a great way to showcase Ballarat to other areas.
"It would be a great opportunity to showcase Ballarat as a city to people from Melbourne or from interstate to show what a great facility we have," he said.
