A Ballarat City spokesperson said firefighters responded to the crash about 4.15am.
The car which had impacted the parked car was significantly damaged and a ruptured fuel tank meant fuel was leaking on to the road.
The parked car had been pushed about 30 to 40 metres up the road.
Nobody was injured.
Police weren't able to confirm any further details.
