Commonwealth Games javelin gold medallist Kathryn was among Ballarat's gold medallists at the three-day meet.
Although well short of Vic Country and state record of 68.92m set two years, Mitchell's best throw of 59.82 gave a comfortable victory.
She accounted for her nearest rival by 10.24m.
