Viking, from the Cook Islands, shot a five-under par 67 in the morning session at the Ballarat Golf Club before Johnson, from England, matched the score in the afternoon rain.
Mexico's Alejandra Llaneza is third on four-under par.
Former Ballarat girl Georgia Clarke is well in contention after carding a two-under round of 70, while defending champion Marianne Skarpnord scored a one-over 73.
The second and final round of the $30,000 ALPG event will be conducted on Sunday.
