It is believed the men might have been injured in the explosion, but it is not yet known who they were.
Ballarat Crime Investigation Unit detectives are appealing for public assistance following the explosion and are hoping some witnesses might come forward.
It is believed two unknown men attended the power station on Coulsons Road in a dark coloured hatchback or SUV about 1.50am.
Police say they used bolt cutters to gain entry to the yard and once inside they caused damage to equipment worth $60,000 and resulting in an explosion.
It is not yet known why the men were at the power station.
