All four provincial matches were abandoned as a rain front moved across the state.
On a high after defeating reigning champion Geelong in the opening round, Ballarat was in a strong position against Sale-Maffra when the encounter at Yarrambat in Melbourne's north was called off.
Sale-Maffra, which was also coming off a win, was 6-136 after 31.1 of the scheduled 50 overs.
Steve Nicholson took 3-33 to give him six wickets for the carnival so far, while new ball bowler Prabath Priyankara was again economical with 1-33 off eight overs.
BCA captain Nathan Yates said Ballarat had carried on from where it left off on Monday.
He said they had been in a good position to push for another victory when rain intervened for a second and final time.
Yates said hopefully Ballarat could continue in the same vein against West Gippsland in the final group match at Ivanhoe on Wednesday.
Sale-Maffra defeated West Gippsland on Monday, while Geelong reached 5-232 against West Gippsland in Tuesday's draw.
Sale-Maffra lines up against Geelong at Brunswick on Wednesday.
