Tickets are now on sale for the dance music and arts festival, to be held from April 10 to 13, which promises international headliners and a slightly smaller capacity.
Parts of the Rainbow Serpent site, outside Lexton, were damaged by a serious bushfire in December - it usual festival, over the January long weekend, was cancelled, replaced by smaller club shows in Melbourne and the Regen festival.
A report on ensuring the event had the appropriate controls went to Tuesday night's Pyrenees Shire Council meeting - organisers will need to provide the application before February 28.
A statement from council noted an appropriate referral from Victoria Police, Ambulance Victoria, and the CFA will be required before the event can go ahead.
"Council has prepared for Rainbow Serpent to hold an event in April, but it is now up to them to provide relevant documentation," Pyrenees mayor Tanya Kehoe said.
Festival organisers said in a statement they are confident the event will go ahead.
"It will be on a smaller scale but we're very happy for the opportunity to return to our roots with a special, more intimate gathering," they said.
"We're in the process of consulting all stakeholders and our experts are confident we can satisfy safety requirements after the bushfire."
The council statement also noted the festival's site-specific control was set to expire this year, and was extended to April for the Regen event.
A festival on the site in Jack Smiths Lane beyond 2020 will require a new planning control or a rezone of the land. The third alternative is a new site for Rainbow which is zoned appropriately.
"Council officers have been in conversation with Rainbow's planning consultancy firm, and we hope this continues," Cr Kehoe said.
Festival organisers said they are "grateful to the Pyrenees Shire Council for their continued support ensuring the future of the festival in the region".
