The submission, from TGM Group, is for 180 Ballarat-Carngham Road, is for 190 lots on about 20 hectares, as well as road access.
The land is currently zoned Urban Growth, and sits alongside several other major housing developments and near the Ballarat West police station.
Work is currently under way on several of the developments, with thousands of people expected to move to the area in the near future - a recent demography report noted Alfredton and Delacombe are among the fastest-growing suburbs in Victoria, tipped to double in size in the next 20 years.
The application follows submissions to council for a 306-lot subdivision in Bonshaw and a 111-lot subdivision in Brown Hill last month.
Council recently approved two major new growth areas, one further west of Lucas and the other north of the Western Freeway in Mount Rowan.
Infrastructure upgrades are also on the way for the area, including at the nearby Dyson Drive intersection.
Part of a $60 million suite of works funded by the state government, the current T-intersection will become a roundabout, improving safety as traffic increases.
How has Alfredton changed in the last decade?
According to Regional Roads Victoria's website, at its busiest times, approximately 700 vehicles use the intersection each day.
This is expected to increase by 60 per cent by 2041.
There were seven crashes resulting in injury in this area between 2014 and 2019.
Preliminary design work on the roundabout is expected to be released to the public sometime this year.
A roundabout on Ballarat-Carngham Road closer to town, at the intersection with Wiltshire Lane, will become a set of traffic lights - major construction is set to begin next year.
TGM Group was phoned for comment but did not respond before deadline.
