It is part of a wider process to decontaminate the saleyards, which were closed in October 2018 after more than 150 years of use.
Towards the end of last year, material from unused equipment - such as sheep pens - that used to occupy the saleyards was also sold off.
It is still unclear how the site, a 13-hectare swathe of crown land to the south of Victoria Park, will be used once the decontamination process is complete.
A consultation showed widespread community support for protecting the heritage of the site, which operated as a saleyards from 1864, as well as reopening Gillies Street to traffic through the old site.
A background analysis paper was also produced to outline the challenges and opportunities of the area, including its contamination.
One of the next stages will be the publication of a summary paper which includes land use recommendations, which will be put out to consultation.
There are no definite dates for when the future use of the land will be decided.
An Urban Renewal Plan for the site was due last year but was delayed with a council spokesperson saying technical studies on the contamination of the site were more complex than had been anticipated.
Last year, councillors voted to overlay heritage controls over a small section of the site including a 1909 administration building, the adjoining sheep yards and a selling pavilion constructed in 1963.
A City of Ballarat spokesperson said all asbestos should be removed by the end of this week.
