Emergency services were called to Airport Road in Mitchell Park at 7.08pm on Saturday.
Someone was initially reported as trapped, with firies, police and paramedics called to the scene.
An Ambulance Victoria spokesman said the man ended up with lacerations to his face and legs after the quad bike flipped and was taken to the Ballarat Base Hospital in a stable condition.
Earlier in the day, thousands of people had been at the annual Ballarat Swap Meet.
