The City of Ballarat will "look to prosecute" if it can identify who dumped a trailer-load of rubbish in Mount Pleasant late last week.

An oversized trailer stacked with household rubbish, including what appears to be car parts and washing machine components, appeared on Brittain Street on Thursday evening.
Colin Feltham, who lives in the area, alleged a car with no number plates parked with the trailer, then left it on Friday night.
"You often see utes going down there, and there's only one reason, they're dropping off rubbish," he said.
"That's the biggest load I've ever seen.
"I don't know what they were going to do - dump the whole lot? Why back it in there if you weren't going to dump it?"
The City of Ballarat will clean up the site and go through material to try and identify the offending parties, a spokesperson said in a statement.
"There are penalties under the Environment Protection Act and City of Ballarat local laws that require the offending parties to rectify the situation and/or pay a fine," they said.
"The City of Ballarat will look to prosecute if it can identify the offending party."
Council works with other agencies to monitor illegal dumping across the city, and has several initiatives to make it easier for residents to dispose of rubbish.
"The City of Ballarat uses initiatives such as Half Price Mattress Week and other disposals schemes and programs through the Ballarat Transfer Station," the spokesperson added.
"The City of Ballarat continues to maintain the annual provision of tip vouchers for the community to make it as convenient as possible for parties to act as responsibly in the disposal of rubbish."
This is the second time in just over two weeks Mount Pleasant residents have complained about illegal rubbish dumping - previously, a community member labelled a pile of rubbish "disgraceful", and noted ratepayers would end up paying for it.
