He said it was far from satisfactory to have to wait until March to know how many player points were available after the initial application was made in October.
Pritchard said the delay meant uncertainty around recruiting.
Melton South has been allocated 50 points a game - the same as last year and the highest in the Ballarat Football League.
The Panthers applied for 50, but with AFL Goldfields unable to allocate more than 47 they had to appeal to AFL Victoria - causing a delay.
Pritchard said while it was a pleasing outcome, the club had not been able to presume it would get the extra points while recruiting.
He said although the additional points provided scope to add another recruit, finding one this late in the pre-season was difficult.
"It makes it hard to fully utilise the points."
Melton South exceeded 30 points only four times in a round last season, with its highest points tally being 33.
It finished last on the ladder with two wins.
With an impressive line-up of VFL recruits from Port Melbourne, Pritchard expects the Panthers to top 40 points each match this year.
Sebastopol is the only BFL club to have a change to its player points allocation this year, dropping from 47 to 45.
The Burra was given 43 by AFL Goldfields, but had them increased by AFL Victoria.
Sebastopol reached 45 once in the home and away season, and had 44 in its grand final loss to East Point.
Sebastopol was the big improver in the competition las year.
After finishing seventh with eight wins in 2018, the Burra climbed to second at the end of the home and away season with 11 wins - just percentage behind minor premier East Point.

Skipton and Rokewood-Corindhap have earned player points relief for the Central Highlands Football League this year.
Each was initially allocated 45 by AFL Goldfields.
AFL. Goldfields later increased their points to 47 on appeal - the same as last season.
Skipton played CHFL finals for the first time, having joined the competition in 2011 after the Lexton Plains league disbanded.
The Emus finished eighth with eight wins - an improvement on their 2018 record of six wins for 12th position.
Rokewood-Corindhap is another former LPFL club on the rise and looking to break into finals.
The Grasshoppers had three wins for 13th in 2018 and six for 11th last year, and has again recruited vigorously.
Ballan and Springbank have each had points increases. The Blue have gone from 45 to 47 and Tigers from 42 to 45.
Ballan has been on a slide over the past few years, with three wins for 14th last season after six for 11th in 2018.
Springbank was fifth was 12 wins in 2018 and seventh with 11 last year.
