Pubs, clubs, some cafes and gyms closed at noon on Monday after Prime Minister Scott Morrison's new draconian rules to limit social gatherings. This follows the state government's stage one restrictions to close schools and limit hospital visits, anticipating even harsher rules to come that extra police will enforce.

The escalation comes in the wake of 61 new cases of coronavirus in Victoria with a total now of 355 confirmed cases including a fourth in Ballarat.

In the meantime many businesses are adapting or shifting to takeaway, home delivery or online sales to help in the troubled times.

One such example comes from the Munster Arms Hotel in Bakery Hill, which will continue to offer takeaway meals while the rest of the pub is forced to shut.

Manager Anne Hanrahan told The Courier the hotel has received fantastic support from the community in the lead up to the Prime Minister's decision and hopes the support will continue as they look to continue providing meals.

"We've seen a terrific response from our locals and even from people just visiting Ballarat," she said.

"People have shown a huge amount of support which has really been a massive boost during a really tough time. This whole situation has created an amazing community spirit which is very encouraging."

Anticipating the scenario of closing their doors to come for a number of weeks, the hotel and its management have been able to assist a number of its employees with alternate employment.

"We have been able to find alternative employment for our staff which has been fantastic," Ms Hanrahan said.

"My family are potato growers so we have been able to sort something out, however I feel for the people that don't have that option."

Ms Hanrahan added she would like to see the state government do more to help small businesses as they adapt to the ever-changing situation.

"I'm not sure the government is doing enough for small businesses in the way of loss of income... it's fine to offer payroll tax relief but in the long run that's not going to be of much benefit."

Tough laws imposed on social gatherings, and businesses who might host, them follow fears on the weekend that young people were ignoring social distancing rules.

Victoria's latest new Covid -19 cases include 34 men and 25 women, aged fromearly-teens to mid-80s, with four acquired through community transmission.

This makes a total of six cases where patients had not been overseas or known to be in contact with a confirmed case of the virus.

According to the Department of Health and Human Services, six people are recovering in hospital and 97 people have recovered. More than 23,700 Victorians have been tested to date.

As more and more businesses in the hospitality industry move towards a takeaway format, locals from around Ballarat have voiced their intentions to keep supporting businesses.

Danni Wilson, who enjoyed a quick coffee at Sturt Street cafe L'espresso with her husband Bradd and their two children on Monday morning, said she will continue to support local businesses as long as it is safe to do so.

"We want to keep doing everything we can to help businesses that need it," she said.

"I guess it just puts a heavy emphasis on personal hygiene and being more cautious in day-to-day life... We're being pretty cautious, we have a lot of older people in our family so we're being very careful every time we come home from the shops or the supermarket.

"However that doesn't mean we're just going to stop going to businesses as long as we can in a safe manner."

The Courier put out a call to businesses late last week on what would stay open, to help garner support from the community while they could.

Over 300 Ballarat businesses rallied to the call saying they would stay open and aim to meet the new health requirements.
