The incident occurred when rainwater leaked into the drum of chlorine for a backyard pool.
While chlorine powder is mixed in pool water to kill bacteria, firefighters say when there is only a little bit of water dripping on to a bulk of powder the chemical reaction is dangerous.
The Courier understands this created a small explosion in the chlorine barrel.
One man was taken to hospital as a precaution after being near the incident. The Courier understands this is not related to fumes.
Norman Street was blocked off, near Mathoura Place and Moola Street, for about an hour while firefighters contained the area.

The Courier understands the incident is related to chemicals for a backyard pool.
Crews, including teams from Ballarat City, Ballarat and Lucas brigades, responded to calls about 2pm.
