Should the meeting go ahead today, it will require a quorum of five councillors.

Residents are invited to lodge questions and submissions that they wish to put to the council are asked to email glennkallio@ballarat.vic.gov.au before 4pm.
EARLIER: Wednesday night's Ballarat Council meeting is planned to go ahead, provided a quorum of five councillors are able to attend the meeting.
Speaking to The Courier on Tuesday, mayor Ben Taylor said the Victorian Local Government Act did not provide the opportunity for councillors to conduct a meeting remotely, as it does in New South Wales, meaning a core will be required to attend tonight's meeting for it to proceed.
While gatherings of more than two people are prohibited under current quarantine legislation, more can attend provided it is a 'work situation' provided social distancing measures are in place.
It means tomorrow's meeting - should it proceed - will be conducted in the 'Trench Room' which can be set up to allow councillors required social distancing space.
The meeting will be closed to the public and media but will be streamed on the council website for those wishing to tune in to the debate.
Cr Taylor said the council had been working feverishly to try and set up the meeting, with a number of important agenda items including the debate as to whether showgrounds redevelopment will be permitted at Mount Rowan.
"The meeting is expected to start at 7pm, however if we do not have a quorum of five councillors by 7.20pm, it does not proceed," Cr Taylor said.
"Directors will not be in the room, they will dial in remotely. We will have councillors and two staff for minute taking.
"Technically it's an open meeting, but we have to advise the public and media to stay at home and livestream."
Question time will remain unchanged with residents asked to email their questions to council prior to 4.30pm. Public presentations will also need to be placed in writing and can be displayed on the night.
"We've been working to try and get an outcome and set the community standards as required," Cr Taylor said.
"Frustratingly the State Government is not able to make exceptions to make this happen in a different way. The way the Act is written, it requires a meeting of parliament and it may not be until May, if and when, that resumes. For me, councillor health is the number one importance. I'd rather do the meeting differently."
One councillor still undecided about whether he will attend tonight is 83-year-old Cr Grant Tillett.
"I'm very concerned about transmission, it would be a shame if we were forced into a face-to-face. I have an underlying lung condition," Cr Tillett said.
"It would be a tragedy if someone contracted this from the meeting.
"I have a serious wrestling match to go through to decide what's wrong and what's right in attending the meeting."
