Police were called out to Blowhard, north of Ballarat, earlier this week after reports of a car doing burnouts.
Upon arrival, they found a skidmark that stretched a total of 403 metres down Learmonth-Sulky Road.
Nearby was an 18-year-old man changing a blown-out tyre on his 2008 Ford Falcon.
His car was subsequently impounded and the young man will have to face court.
Both the driver and his female passenger had to find their own way home.
Operation Nexus begins on Thursday night and although there won't be as much traffic as usual due to self-isolation because of the coronavirus, police say they will be cracking down as hard as ever on the roads over the Easter break.
