The league says it will need a mid-July start if clubs are to vie for premierships.
BFNL operations manager Shane Anwyl said any later and there would be insufficient time to play enough games.
The BFNL determined last month that at least 11 home and away rounds would be required for senior football and netball premiers to be declared.
This would allow each of the 11 teams to play each other once before a final series.
Anwyl said the BFNL was in the process of developing what he described as a "floating" 11-round fixture.
He said discussions would need to take place with the City of Ballarat, along with cricket bodies, to determine the availability of grounds before a fixture could be finalised.
Had the season started as planned this weekend, the 12th of 18 rounds would have been on Saturday, July 11.
If an 11-round season began on that date, a home and away series would be completed on Saturday, September 19 - what had been planned as grand final day.
Then a call would have to be on the format for a final series, which would create a potential crossover with the start of the cricket season at the start of October.
The BFNL, as are all community competitions under the umbrella of AFL Victoria, has been postponed until at least May 31, owing to the COVID-19 pandemic.
Anwyl, who is working on a part-time basis, said there had been no communications from AFL Victoria since community football had been put on hold.
