Maher pleaded guilty to having started Stardayz in a race at Flemington on March 4 within seven days of treating her with shockwave therapy.
Stewards handed down the penalty at an adjourned inquiry at Caulfield on Saturday.
They took into account Maher's guilty plea, good record in this area, candid evidence and that the treatment was recorded in the treatment diary.
Maher and Eustace have a major arm of the two-state training operation in Ballarat, having acquired the complex previously occupied by Darren Weir early last year.
They lead the national trainers' premiership for the season with more than 200 wins.
