It follows the state government's announcement that it would ease stage three of its COVID-19 lockdown from midnight on Tuesday.
The lifted restrictions permit a range of outdoor activities.
Benoit said he was hopeful small coaching sessions would be permitted to start back up, but was doubtful competition play would resume.
"We are hoping to go back in some form but you can't really run competition with 10 people," he said.
"We might be able to do some small private tennis coaching which is probably the direction we will end up taking."
Benoit said Ballarat Regional Tennis centre had out eight outdoor courts, but was waiting for clarification on how many groups could play at once.
