Premier Daniel Andrews confirmed a range of COVID-19 restrictions will be eased as of 11.59pm on Tuesday, including some limitations around gatherings.
The ability to leave the house for exercise has been expanded to include outdoor recreational activities. These activities can occur in groups of up to 10 people outside, but the requirements on physical distancing remain.
But AFL Victoria has poured some cold water on clubs' enthusiasm.
"AFL Victoria will seek clarity from the state government around what today's announcement means for community football and be in contact in due course," a statement read.
"A number of considerations around health and safety protocols and insurance need to be worked through prior to any training being sanctioned.
"AFL Victoria will provide a return to play protocol for community leagues and clubs once it is approved by the state government."
When given the green light, Waubra premiership coach Matt James said he will have groups of players gather together.
"We will group in line groups and probably do one session a week probably a Saturday morning with natural light in locations around town," James said.
"I'll send through the basic outline of what I want each group to work through.
"If I'm there it's an extra player that misses so better to make use of leaders."
