Emergency services were called to the Norman Street address about 2pm.
According to police, it is understood the man, believed to be in his 80s, was reversing when he hit a tree.
Instead of hitting the brake, police believe the man may have hit the accelerator - propelling him backwards into an office window.
Police and firefighters were at the scene, while the man was assessed by paramedics for any injuries.
The man was transported to Ballarat Base Hospital in a stable condition, though he sustained upper body injuries.
Powercor spokesperson Jordan Oliver said staff called 000 immediately after the crash and assisted ambulance staff at the scene.
The exterior wall has been damaged, but no staff were in the area at the time of the incident.
"Our thoughts are with the driver. We thank emergency services for their quick response," he said.
