Jarrod Cakebread, 21, and Wade Turner, 22, appeared in the dock of the Ballarat Magistrates' Court on Wednesday after they were arrested at Point Cook on Tuesday.

Police allege the pair, along with 18-year-old Corey Jacob Blazevicious, are responsible for setting fire to a stolen $20,000 blue Ford wagon in Ballarat East on Monday night.

The trio are accused of driving a stolen car in the vicinity of two police officers on duty, exposing them to risk and later driving at high speed towards the officers' car that same day.

Turner, of no fixed address, faces six charges, while Cakebread, of Wendouree, faces 21 charges.

Cakebread's charge sheets, obtained by The Courier, show his alleged offending started two weeks ago and includes car thefts, dangerous driving and number plate thefts.

Before his arrest on May 25, Cakebread allegedly stole a Toyota Yaris belonging to the City of Ballarat valued at $15,000.

On the same day at Miners Rest, he allegedly drove a vehicle while the victim held onto the driver's side window. He has been charged with reckless conduct placing a person in danger of death, car theft, unlawful assault and stealing the victim's personal belongings over the incident.

Defence lawyer Melanie Rudolphus represented Cakebread and Turner at Wednesday's filing hearing.

She said Cakebread was withdrawing from ice, heroin and cannabis and had a fractured left hand. Cakebread has mental health issues including ADHD, depression, anxiety and a learning disability.

Ms Rudolphus said Turner was not withdrawing from drugs but had facial injuries which appeared to be grazing and a swollen eye.

She said both men were youthful and they would not be applying for bail.

Cakebread and Turner will re-appear at the Ballarat Magistrates' Court for a committal mention on September 3, along with Blazevicious.
