The new complex will include 22 three-bedroom units and four two-bedroom dwellings.

There are currently two houses on the site at 124-128 Beverin Street, which occupies a land area of 7341 square metres.

The permit will subdivide the land into 26 separate lots.

In all, 14 residences will be included on separate titles, with another "super lot" that could potentially be subdivided into a further 12 lots.

There will be a slight reduction in the car parking requirement. Each dwelling will have the appropriate number of car parks subject to statutory provision Clause 52.06, however a reduction of one visitor was sought to be removed which was approved.

Ray White Ballarat's Trevor Booth said infill properties such as this would be the way forward in revitalising areas of Ballarat, particularly in the CBD.

"I've always been a strong believer in growth in high dentistry and residential development. It's always been my view, we need more people living close to the city," Mr Booth said.

"That's clearly what Ballarat needs, more people and we need a lot more of it happening.

Colliers International's Charles Kennedy agreed, saying high density city living was the key element to revitalise city areas.

"Getting more people into the CBD can only benefit the businesses, the facilities we have here," he said.

"It keeps people out of their cars, it improves businesses opportunities and helps grow the community. I think infill is necessary going forward. It adds to everything."

The City of Ballarat said objectors to the Beverin Street development were consulted during a mediation period and no appeal had been made to VCAT, which is why a planning permit was granted.
