Ambulance Victoria has confirmed the woman was the only person treated at the scene of the crash in Sturt Street at 3.35pm.
Investigations are continuing as to how the accident happened.
As it was a busy time of the day with school finishing, it is likely there were a number of witnesses and they are asked to come forward to Ballarat police or to call Crime Stoppers on 1800 333 000.
